“Healthy Kids, Healthy Weight Tools Ready, but Not in Hand”
September 2009 -- In the North Dakota Medical Association’s September issue of Checkup, Karen Ehrens, consultant to Healthy North Dakota and coordinator of the SVS Healthy Kids, Healthy Weight team, discusses the Statewide Vision and Strategy for Improving the Health of North Dakotans (SVS) and the community-based pilot project SVS developed to work with physicians to stem the increase in childhood obesity.

New Grand Forks VA Clinic Officially Open
September 9, 2009 -- The new Grand Forks clinic is in a spacious 9,000-square-foot office at 3221 32nd Ave. S., across the parking lot from Kohl’s Department Store. It will be open from 8 a.m. to 4:30 p.m., Monday through Friday.

Performance Measures for Assessing and Treating Tobacco, Alcohol, and Other Drug Use and Dependence
September 1, 2009 -- The Joint Commission has released a request for public comment on proposed new hospital performance measures requiring screening, brief intervention, referral or treatment (SBIRT) for patients who show excessive alcohol use, use of illicit drugs, misuse of prescription drugs, or tobacco use. Responses to the Joint Commission from hospital, trauma care and outpatient programs serving Native American and rural populations will help support screening and treatment as part of routine care for hospitals and other primary health care.
The public comment period opens September 1, 2009 and will close at midnight on September 30, 2009. If you would like to comment on these measures, please complete this survey.

“Guest Commentaries Weigh In on Health Care Reform”
August 2009 -- Brad Gibbens, Interim Co-Director of the Center for Rural Health at the University of North Dakota School of Medicine and Health Sciences, and U.S. Senator Byron Dorgan contributed guest commentaries on the implications of health reform on rural North Dakota in the August issue of the Union Farmer, which is published by the North Dakota Farmers Union. Gibbens’ commentary looks at critical rural health issues such as health workforce, rural facility survivability, and the need for flexibility and innovation in rural health.

Opportunity to Provide Feedback to HRSA on Primary Care Workforce Issues
Health Resources and Services Administration (HRSA) held a national meeting on August 10–12, 2009 in Washington, D.C., focusing on the challenges rural and urban underserved communities face in attracting and retaining an adequate number of primary care providers. The meeting was sponsored by the Office of Rural Health Policy (ORHP), Bureau of Health Professions (BHPr), Bureau of Clinician Recruitment and Service (BCRS), and the Bureau of Primary Health Care (BPHC). This meeting brought together over 500 researchers, clinicians, policymakers, national associations, and community leaders to addresses primary care workforce challenges. Some of the participants included HRSA grantees (i.e., SORHs, FQHCs, and AHECs), national associations and organizations, foundations, academic health centers, and clinicians.
At the meeting, HRSA asked all participants for feedback and comments on what HRSA should be doing now and in the future to address primary care workforce issues and shortages. An e-mail address was set up to send HRSA comments or innovative ideas: Workforcesummit@hrsa.gov. This address will be active until September 30, 2009.

Lynette Dickson and Kylie Nissen submitted a report entitled "Blue Cross Blue Shield of North Dakota Rural Health Information Technology Grant Program Years 4–6 Overview" to BCBSND on September 8, 2009. The report provides a summary and evaluation results of the HIT grants that were distributed using BCBSND funds and administered by the Center for Rural Health from August 15, 2005 to February 15, 2009.

Brad Gibbens participated in a teleconference on health reform facilitated and hosted by Congressman Pomeroy on August 24, 2009. The teleconference format covered all of North Dakota with callers from rural and urban communities alike.

Lynette Dickson, Kylie Nissen, and Annabell Hill attended the Office of Rural Health Policy (ORHP) State Office of Rural Health (SORH) Region E meeting in Laramie, Wyoming, August 19–20, 2009. Region E consists of the 10 northwestern states (N.D., S.D., Mont., Wyo., Idaho, Alaska, Wash., Colo., Ore., and Utah).
They also attended the Rural Health Workforce: Strategies in the Age of Health Reform conference in Laramie, Wyoming, on August 18, 2009. The conference explored workforce as a key challenge in health reform and the opportunities for workforce improvement as the result of economic stimulus funding.

Kristine Sande and Lynette Dickson presented to ORHP's Outreach, Network Development, Network Planning, and Delta States grantees, on September 1, 2009, as part of their Rural Health Resource Panel. Sande presented "Health and Human Services Information for Rural America," detailing the resources available through RAC, HWIC, and the Rural Health Research Gateway. Dickson presented on the services available to communities through their State Offices of Rural Health and the National Organization of State Offices of Rural Health.

American Recovery and Reinvestment Act of 2009, Health Information Technology Extension Program: Regional Centers
Deadline: September 28, 2010
Eligibility: Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education.
This program provides grants for the establishment of Health Information Technology Regional Extension Centers that will offer technical assistance, guidance, and information on best practices to support and accelerate health care providers’ efforts to become meaningful users of Electronic Health Records (EHRs). The consistent, nationwide adoption and use of secure EHRs will ultimately enhance the quality and value of health care.
