Flex Program (Medicare Rural Hospital Flexibility Grant Program)

Activities

  • Development of the North Dakota State Rural Health Plan
  • Certification of Critical Access Hospitals
  • Development and implementation of Flex Technical Assistance Program that provides the following hospital and community-oriented assistance:
    • Community Needs and Healthcare Assessments
    • Strategic planning
    • Focus groups
    • Community forums
    • Internal Personnel Audits

    • Grant development
    • Community education
    • CAH Clearinghouse
    • Specialized assessments
    • Flex Updates
  • Development and implementation of Flex grant program. There are four types of grants available to Critical Access Hospitals (and those considering conversion):
    1. Network Enhancement Grants that fund a CAH and at least one other legal entity working together to address rural health issues;
    2. EMS Network Grants that fund a CAH working with at least two certified ambulance units;
    3. CAH Grants that fund financial analysis/assessments, program development, community engagement, and local task force development; and
    4. Making a Difference Grant that funds a previously awarded CAH (and its network partners if applicable) service/program that is continuing to make a difference to its service area.
