Rural Access to Emergency Devices (RAED) Grant

This grant was sponsored by the Office of Rural Health Policy (ORHP), Health Resources and Services Administration (HRSA). The goal of the grant was to:

  1. Place automatic external defibrillators (AEDs) in eligible rural areas,
  2. Purchase AEDs for the rural area, and
  3. Train first responders and the lay public in the proper usage of the AEDs.

A "statewide-community partnership" was formed consisting of the Center for Rural Health at the University of North Dakota, School Medicine and Health Sciences; the Division of Emergency Medical Services, North Dakota Department of Health; North Dakota Healthcare Association; and the North Dakota Emergency Medical Services Association. The role of the lead applicant was to apply for the grant on behalf of the "statewide-community partnership." The Center for Rural Health and other representatives from the "statewide-community partnership" selected recipients, purchased the AEDs and distributed to the selected rural facilities.

During this grants existence, 566 AEDs were purchased and distributed to approximately 283 rural North Dakota communities representing over 800 collaborating organizations. In addition, 3087 professionals received training (any person with medical training of some sort), and 3456 lay persons were trained. The training numbers was only a representation of those communities that had reported data from years one, two, and three. Data for year four had not yet been reported. Each community was required to form “rural community partnerships” consisting of a minimum of two other organizations (e.g., hospitals, ambulance units, quick response units, fire departments, churches, schools, law enforcement, clinics, tribal health, nursing homes, public health, senior centers, city/county government, and others).
