New and Expanded Flexibilities for Rural Health
Clinics and Federally Qualified Health Centers During the
COVID-19 Public Health Emergency
To support Rural Health Clinics (RHCs), Federally
Qualified Health Centers, and their patients, Congress
and the Centers for Medicare and Medicaid Services
released revisions April 30 to requirements and payments
during the COVID-19 public health emergency:
- Additional claims submission and processing
- Information on cost-sharing related to COVID-19
- Additional information on telehealth flexibilities
- Information on provider-based RHCs exemption to the
RHC payment limit
Trump Administration Issues Second Round of
Sweeping Changes to Support U.S. Healthcare System During
These changes, issued by the Centers for Medicare &
Medicaid Services, have been informed by requests from
healthcare providers as well as by the Coronavirus Aid,
Relief, and Economic Security Act.
FAQs for Lenders and Borrowers for the Paycheck
This resource, from the U.S. Small Business
Administration (SBA), includes a recent change to the
SBA's Paycheck Protection Program that may affect some
North Dakota rural healthcare organizations.

Rural Health and COVID-19
The Rural Health Information Hub is hosting a
webinar May 12 at 3:00 pm Central with the U.S.
Department of Health and Human Services and the
U.S. Department of Agriculture (USDA) to discuss
the departments' rural health-focused efforts and
to highlight tools and resources to help combat
COVID-19. Hear from Deputy Secretaries Eric D.
Hargan and Stephen Censky, as well as
representatives of the Health Resources and
Services Administration, the Centers for Disease
Control and Prevention, the National Advisory
Committee on Rural Health and Human Services, and
USDA Rural Development.
