New Leipzig Resident Matt Hager Recognized as North Dakota Community Star
Nov 4, 2026
Matt Hager, a resident of New Leipzig, North Dakota, and board chair of Jacobson Memorial Hospital Care Center (JMHCC) in Elgin, is North Dakota's 2026 Community Star. This recognition is part of the Community Star Recognition Program from the National Organization of State Offices of Rural Health (NOSORH), which honors individuals and organizations making outstanding contributions to rural health.
Hager's contribution and dedication to rural health began when he moved to rural North Dakota. After years of military leadership experience and a master's degree with an emphasis in generational leadership, a newly retired Hager decided to move to New Leipzig, where he runs a small cow/calf operation with his wife and daughter, while also serving as a leadership coach and consultant. He joined the board of JMHCC in January 2025 and became chair in 2026.
Financial Pressures for Local Hospital
In 2025, the Elgin hospital was facing financial challenges created during a perfect storm of external and internal pressures. Knowing the importance of the healthcare facility to the community, Hager wanted to help. With his extensive experience, one of the first steps he took as a board member was to lead the development of a new strategic plan.
He then initiated meetings and conversations, leveraging a network of advisors and resources outside of the hospital to assist the new administrator, board, and staff to empower decision-making throughout the facility.
Legislative Testimony and Support
Hager testified during the North Dakota Legislature's 2025 special session in support of Senate Bill 2403, which authorizes the Bank of North Dakota to extend a $5 million low-interest loan to medical facilities in the form of an emergency operating loan. The bill was passed and has been instrumental in stabilizing JMHCC.
Hager has opened conversations with the leadership of other hospitals, the North Dakota Hospital Association, and local legislators. He continues to arrange meetings with regional key players to assist JMHCC in developing partnerships to move toward a positive cash flow.
Hands-On Approach
He led a 10-week leadership training session with key staff, offering his services pro bono, apart from his consulting business. He also led a community update meeting to share information with those attending about the status of the facility and what is being done to create a financially sustainable Critical Access Hospital. He is a visible presence in the hospital, volunteering endless hours to create change. His passion for ensuring the community has the healthcare it needs has driven him to make real, lasting change.
National Rural Health Day
Celebrating its 15th anniversary in 2026, National Rural Health Day (NRHD) is observed on the third Thursday of November each year. Led by NOSORH, this annual celebration highlights the dedication, innovation, and impact of those working to strengthen rural health across the country.
Hager will be featured on the Power of Rural, the official NRHD website, beginning November 19, 2026, alongside Community Stars from across the country.
Established in 2015 in conjunction with NRHD, the Community Star Recognition Program tells the stories of those making a difference in rural communities. Since then, more than 450 Community Stars have been honored nationwide.
