Rural Health Value Project
The Center of Rural Health (CRH), with guidance from several North Dakota Critical Access Hospital (CAH) CEOs who serve as an advisory board, has been working with the University of Iowa on a health value-based project.
The University of Iowa and Stratis Health (Minneapolis) work collaboratively as Rural Health Value, which is a leading group well versed in rural-focused value-based processes with an understanding of rural dynamics. Another partner is Newpoint Healthcare Advisors.
Together with CRH and North Dakota CAH CEOs, the project focuses on preparing North Dakota CAHs for value-based payment structures which help providers to move from a volume-based system to one that focuses more on population health. With population health providers are paid based on outcomes and performance-based metrics.
The Rural Health Value team and Newpoint is responsible for the following:
- Providing an environmental scan of factors and conditions found in the North Dakota rural health system.
- Review and analysis of statewide health and hospital data, to include a selected subset of five North Dakota CAHs who will receive individualized analysis to understand their unique organizational and payment metrics, model payment structures/approaches, and recommendations. The five CAHs are located in Cando, Linton, Park River, Stanley, and Rolla.
- Provide a series of educational sessions on value-based payment and other key issues for all North Dakota CAHs, including hospital administrators, board members, and the communities they serve.
- Deliver a final written document and presentation of relevant key factors operating in the North Dakota healthcare system and recommendations for future development.
Environmental Scan
The Environmental Scan for the Rural Health Value North Dakota Value Based Care and Payment Project includes information on the state's population, population health, risk factors, health professionals, hospitals, along with data on trends being seen in the state.

Funding
Funding for this project is provided through a grant awarded by the Centers for Disease Control and Prevention to address COVID-19 health disparities among underserved and high-risk populations, including racial and ethnic minority populations and rural communities.
